We take a concept or schematic design produced abroad, complete it to Ukrainian codes, price it under the national base, carry it through state expert review and supervise construction — so that financing opens and the building gets built.
Every construction project financed in Ukraine, whether by the state budget, a municipality or an international donor, has to pass state expert review before money is released. Expert review checks the documentation against Ukrainian State Building Codes (DBN) and standards (DSTU), and against the national cost-estimating base (KNU Guideline No. 281). A concept, schematic design or technology package prepared under Eurocodes or the national codes of another country does not meet that test on its own.
The gap is not only in structural calculations. Ukrainian documentation has a fixed composition: civil defence engineering measures, fire-safety sections, environmental assessment, construction organisation design, bills of quantities and cost estimates in the national format, entry into the state construction register. Missing any of them stops the review.
Authorship of the architectural or technological solution stays with the partner. Energoprom makes it buildable and fundable under Ukrainian law.
A contract can cover one section, one stage, the cost part alone, or the full package.
Working languages are Ukrainian and English. Meetings with European partners can be held in person within the EU.

No. Expert review accepts only documentation composed and priced under Ukrainian codes. A foreign concept has to be completed with the missing sections, recalculated where the codes differ, priced under the national estimating base and assembled in the prescribed form before submission.
The partner. Energoprom adapts and completes the documentation, signs the sections it produces and takes responsibility for compliance with Ukrainian codes; the architectural and technological solution remains the partner's.

Kharkiv is the home region. Projects have been delivered in Kharkiv, Poltava, Kyiv, Luhansk and Volyn regions; other regions are agreed case by case.
Adaptation depends on the size of the gap; for a typical public building it is measured in weeks. Statutory expert review takes up to 30 calendar days for most projects, plus the time to resolve comments.
Yes. Documentation is prepared so that it passes both Ukrainian expert review and the checks of the financing institution; feasibility studies and price analysis reports are produced in the form these programmes require.
